การประชุมSSEAYPออนไลน์เพื่อรับมือกับสถานการณ์โควิด

เมื่อวันที่ 3 ธันวาคม 2563 ที่ผ่านมา ตัวแทนสมาคมเรือเยาวชนเอเชียอาคเนย์แห่งประเทศไทยได้เข้าร่วมการประชุม SSEAYP ออนไลน์ผ่านโปรแกรมซูม เพื่อหารือเกี่ยวกับสภาพปัจจุบันและกิจกรรมของโครงการและสมาคมอดีตผู้เข้าร่วมโครงการของทุกประเทศ เพื่อรับมือกับสถานการณ์โรคโควิด-19
ตัวแทนสมาคมฯ ได้เตรียมตัวสำหรับการประชุม SSEAYP โดยการประชุมออนไลน์ด้วยกันเมื่อวันที่ 30 พฤศจิกายน 2563 ที่ผ่านมา เพื่อเตรียมเนื้อหาที่เกี่ยวข้อง และแบ่งหน้าที่สำหรับการประชุมในวันที่ 3 ธันวาคมต่อไป
การประชุมครั้งนี้นั้นมีสาระสำคัญอยู่สี่ประการ เริ่มแรกคือการอัพเดทสถานะของการประชุมสามัญสมาคมเรือฯ สากล หรือ SIGA ซึ่งถูกเลื่อนออกไปอย่างไม่มีกำหนดเนื่องจากการระบาดของโรคโควิด-19 โดยผู้เข้าร่วมประชุมตกลงกันว่าควรเลื่อนการพิจารณาการดำเนินกิจกรรมหลังจากวัคซีนที่มีประสิทธิภาพได้รับการอนุมัติที่จะแจกจ่ายสู่สาธารณชน นอกจากนั้น ยังได้มีการเสนอให้จัดงาน SIGA แบบผสมผสานในช่วงเวลาที่เหมาะสม โดยประเทศที่ปลอดเชื้อแล้วมาเข้าร่วมงานด้วยตัวเอง ส่วนประเทศที่ยังไม่มีความพร้อมนั้นสามารถเข้าร่วมการประชุมได้ผ่านช่องทางออนไลน์ เพื่อให้ประเทศเจ้าภาพพิจารณาต่อไป
ประเด็นที่สองคือเนื้อหาของนิตยสาร SSEAYP News เนื่องจากการที่ไม่มีการจัดโครงการ SSEAYP ในปีนี้ เนื้อหาของนิตยสารในส่วนของ PY impression นั้นจะเปลี่ยนเป็นการกล่าวถึงกิจกรรมต้านโควิดของอดีตผู้เข้าร่วมโครงการ นอกจากนั้น ในฉบับนี้จะมีเนื้อหาเกี่ยวกับคุณวิศิษฐ์ เดชกําธร อดีต TPY ผู้ได้รับเหรียญเกียรติยศ Order of the Rising Sun จากรัฐบาลญี่ปุ่น และ ข่าวงาน SIGA ที่ได้กล่าวไปแล้วในวาระแรก
ประเด็นที่สาม เหล่าสมาคมอดีตผู้เข้าร่วมโครงการได้มีการกล่าวถึงกิจกรรมแลกเปลี่ยนออนไลน์ ซึ่งจะมีการขยายความในโอกาสต่อไป
และสุดท้าย ทางคณะผู้จัดโครงการได้แจ้งผู้เข้าร่วมประชุมว่าปีนี้จะไม่มีการเก็บค่าธรรมเนียมกับเหล่าสมาคมอดีตผู้เข้าร่วมโครงการ เนื่องจากสถานการณ์ไม่ปกติในปีนี้ทำให้กิจกรรมต่างๆ ที่เกี่ยวข้องกับ SSEAYP นั้นถูกระงับไป
ทางสมาคมฯ ขอกล่าวขอบคุณคณะรัฐมนตรีประเทศญี่ปุ่น และสมาคมอดีตผู้เข้าร่วมโครงการทุกประเทศ สำหรับความยืดหยัดในโครงการ SSEAYP และการพัฒนาเยาวชนทั่วภูมิภาค แม้ในสถานการณ์ไม่ปกติก็ตาม
On 3 December 2020, representatives of ASSEAY participated in the SSEAYP online meeting through Zoom to go over the state and actions of the SSEAYP program and the alumni associations in response to the COVID-19 pandemic going forward.
The representatives prepared for the SSEAYP meeting by holding an internal Zoom meeting on 30 November 2020, going over relevant issues and delegating responsibilities for the meeting proper.
During the SSEAYP meeting, four main points were brought up for discussion. First was an update on the state of the SSEAYP International General Assembly (SIGA), which was indefinitely postponed due to COVID-19. The parties present came to a consensus that further proceedings should be discussed after an effective vaccine has been widely distributed. A possibility of a SIGA with a hybrid format, physical meeting for countries that are able to participate and online for those that are unable, was also raised for consideration.
Second, the content of the SSEAYP news draft was discussed. Since the SSEAYP program was not held this year, it is likely that the PY impression section will be replaced with a compilation of ex-PYs’ contributions in dealing with the pandemic. In addition, the news of Mr. Visit Dejkumtorn, ex-TPY, receiving the Order of the Rising Sun award and the SIGA update mentioned in the first agenda will be included in this edition of SSEAYP news.
Third, the alumni associations mentioned of conducting an Online Exchange Program, which will be a topic to expand upon at a later date.
Lastly, the organizers clarified that the annual membership fee will be waived for the year, as most SSEAYP-related activities were suspended.
ASSEAY would like to express our appreciation to the Japanese cabinet and all the alumni associations for their continued dedication to the SSEAYP program and youth empowerment across the region.
